The TL-SG1024DE is an “Easy Smart" (sometimes called “semi-managed") switch from TP-Link. It sits between an unmanaged (plug-and-play) switch and a fully managed switch. The idea is to offer some layer-2 control and traffic management features, while keeping things simpler than enterprise gear.
